CHALLENGES
The organisation was responsible for sourcing, purchasing, preparing, and managing accommodation for asylum seekers - a complex operational environment involving property acquisition, inspections, compliance checks, preparation activities, and ongoing service delivery. These housing-related operations relied on legacy systems and fragmented digital processes. Data was inconsistent, workflows differed between teams, and visibility across property readiness, compliance, and operational status was limited. This created delays, increased manual effort, and made it difficult to deliver accommodation services efficiently and predictably. The challenge was to modernise digital workflows and align systems around real operational requirements, creating a more cohesive environment for reliable information, unified processes, and controlled service delivery.
OUR APPROACH
We applied a structured digital-enablement model to align housing-related workflows, data structures, system integrations, and cross-team processes across the organisation. Our approach included:
Clarifying operational pathways across property acquisition, inspections, compliance checks, preparation, and readiness.
Aligning multi-service behaviours to establish consistent and predictable workflows across housing-related activities.
Improving data structures so property records were reliable, complete, and reflective of real operational activity.
Stabilising system integrations to ensure platforms behaved consistently across acquisition, preparation, and compliance teams.
Unifying workflows so teams could operate from shared processes while reducing unnecessary manual effort.
Ensuring the platform reflected real housing operations, rather than legacy configurations or isolated team behaviours.
This established a controlled housing operations landscape where property information, workflows, and digital systems were better aligned to support consistent service delivery.

THE RESULTS
The organisation gained a more structured digital environment with stronger workflow consistency, reliable infrastructure records, and improved visibility across housing services:
Consistent operational workflows across acquisition, preparation, repairs, maintenance, and compliance activities.
Reliable infrastructure records, supporting clearer decision-making and improved operational visibility.
Reduced manual effort, enabling teams to focus on service delivery rather than administrative correction.
Improved operational alignment, strengthening coordination across teams and housing-related activities.
Greater efficiency and confidence in delivering repairs, maintenance, compliance, and accommodation services.
A stable, predictable digital housing landscape, supporting long-term scalability, improved decision-making, and consistent service delivery.
